Q&A : Changes to International MSI
The following Q&A seeks to address any questions students may have regarding the announced changes to the MSI program, with information provided by the Department of Advanced Education.
What is MSI coverage?
Nova Scotia's Health Insurance Programs are designed to provide eligible residents with coverage for medically required hospital, medical, dental and optometric services with some restrictions. Visitors to Nova Scotia are not considered eligible for coverage. The MSI Programs are administered by Medavie Blue Cross on behalf of the Nova Scotia government. The cost of providing these services to Nova Scotians is met through the general revenues of the province. Individuals with MSI coverage do not pay any premiums.
What is changing?
MSI coverage is being updated to allow international students with a study permit and individuals with work permits, and their spouses and dependents, to be absent from Nova Scotia for more than 31 consecutive days without losing their Nova Scotia MSI coverage for insured services received in Canada.
How long can I be out of the province without losing coverage?
Individuals must make their home in Nova Scotia, and be physically present for 183 days every calendar year. Individuals coming to Nova Scotia from outside of Canada must be physically present for 90 days before being entitled to an absence of up to 183 days, and for 183 days before being entitled to an extended absence unless in the course of their employment. What do I have to do to receive the MSI coverage enhancements?
International students with a valid study permit, their spouses and dependents, will be eligible for MSI coverage on the first day of the 13th month following full-time residence. International students must register for a health card in Nova Scotia, which will provide them with MSI coverage, by calling the MSI Registration and Enquiry Department at 902-496-7008 or 1-800-563-8880 to start the application process.
Do I still need to pay for private insurance through my post-secondary institution?
Institutions have different insurance plans and policies on opting out. Please check your university’s website or contact your student union for more information.
